Neighborhood Lost Pet Alert Chain

The idea

When a pet goes missing, word spreads slowly through random Facebook posts and flyers taped to poles. I want a simple text alert system where you type in a street or cross-section and it pings everyone registered within a few blocks the moment a pet goes missing, with a photo and last-seen spot. Neighbors already out walking can keep an eye out that same hour instead of finding out a week later.
