About a minute. The one you want to exist more than you want to build it.

Two things happen here that cannot happen in a notes app. It goes on the record — public, dated, and under your name if you want one on it. And if somebody who could build it says so, we tell you, and you can write to them.

All of this is public. Nothing here is reserved for anybody — including you, so build it yourself whenever you like.
